I've downloaded TurboC 7 on Windows 10 64bit. It installed fine and I was able to launch it in full screen. Since it's an old programming environment, it uses DOSBox to run properly. Here is a simple fix to launch the applications in full screen. Launch the software using its desktop icon and then after it started press ALT + ENTER. This command pretty much works in most applications that have a full-screen option. It will toggle between windows mode and full-screen mode.

The only possible thing I could believe to be the cause is improper usage of the libraries accessed in TurboC7 that are related to movies movement, location acquisition, functions, mouse simulation, clicking, etc.
If you have that in your developed programs, then I recommend checking the code for possible errors.
I've installed TurboC 7 and launched a sample program and the mouse was working correctly. Try running the program in Window mode instead of Fullscreen. To do this, press ALT + Enter.
